A total of Lm8.7 million ($22 million) has been spent from European Union funds provided to Malta over the last four years as the country prepares itself for accession to the EU as a full member in 2004. The government has also spent Lm3.4 million ($8.7 million) of its own money on improving infrastruture.

The bulk of the cash has been spent on preparing the island's administrative capabilities in readiness to implement a host of new European laws. However, much was also used in capital projects, such as a water treatment works on the island of Gozo, which took a significant proportion. Additional expenditure went on EU education programmes for the benefit of Maltese students.

The breakdown of expenditure shows the Agriculture Ministry spent the highest portion at Lm1.97 million ($5 million). Other beneficiaries included the Transport and Communications Ministry which spent Lm1.56 ($4 million), the Finance Ministry Lm1.29 ($3.3 million), and the Education Ministry Lm 1 million ($2.5 million).
