On February 11, the head of the Caymans' government, Kurt Tibbetts, tabled the final draft of the new Cayman Islands Constitution in the Legislative Assembly. The document has been the subject of five months of discussions, with the aim of drafting a version that provides the Caymans with greater autonomy.
The constitutional talks between the Cayman delegates and the UK’s Foreign Commonwealth Office (FCO) started on September 29 and concluded on February 5. As a result of these meetings, a final draft constitution has now been published on the Cayman Island’s constitution website. Efforts will be made to conduct public education on the various aspects of the constitution, notes a statement on the website. The public will be asked to vote on the final draft constitution during a referendum in May 2009.
Within the extensive amendments made to the constitution, the Caymans delegation sought to deal with ten specific areas.
Welcoming the conclusion of the discussions and presentation of the constitution Foreign Office Minister Gillian Merron said:
“I am delighted that we have been able to work together to produce a draft new constitution for the people of the Cayman Islands, for whom this will be an important step forward. I welcome the inclusion of the Bill of Rights as a first step in raising awareness and strengthening respect for the protection of human rights. I congratulate the Cayman Islands delegation on their determination to secure the best deal for the people of the Cayman Islands, whilst retaining their links with the UK.”
