The Japanese authorities are considering increasing the country's consumption tax from 5% to between 10 and 15% in order to tackle rising public debt levels.
Although Prime Minister Junichiro Koizumi has stated that he will not increase the tax whilst in power, his time as head of the ruling Liberal Democratic Party is set to come to an end next September.
The measure is said to be part of a larger package designed to raise tax revenues and cut spending.
The LDP has also reportedly hinted at the conversion of the consumption tax to a welfare tax at some point in the future, with revenues raised going towards supporting the social security system.
