As preparations for the fiscal tax code of 2004 are being made, the Japanese Tax Commission is thought likely to include, amongst other measures, a proposal to broaden the base of inheritance tax (IHT) in an attempt to distribute the tax burden more evenly across the populace, according to Nikkei English News.
A report due out next month is expected to concentrate on how changes to taxation can help the nation's rising social security costs, especially in light of Japan's ageing population.
The Nikkei English News also revealed that other possible measures could include increases in consumption tax, the distribution of tax revenue between local and state level, and the addressing of environmental concerns via the taxation system.
