The Japanese Environment Ministry is planning to introduce a new environmental tax aimed at curbing pollution - regardless of whether the Kyoto initiatives are concluded on time.
Under the Kyoto protocol, Japan is required to cut greenhouse emissions by 6% from 1990 levels by a four year window between 2008 and 2012. The Environment Ministry has revealed that it will impose taxes in the 2005 fiscal year to ensure that the country remains compliant with the anti pollution targets.
The Kyoto pact is scheduled to come into force 90 days after Russia ratifies the initiative. However, there is some alarm at Russia's procrastination in putting pen to paper.
Some 55 states have already put their signatures to their protocol representing 55% of the industrialised world's carbon emissions.
