Japan has filed a complaint with the World Trade Organisation (WTO) against Canada, triggering the commencement of consultations between the countries for two months or longer.
Japan alleges that Ontario’s ‘Feed-in Tariff’ Program, established in 2009 to support renewable energy generation, breaches WTO rules. In particular its conditions for subsidies to electricity generators stipulate that a proportion of supplies of goods and services related to solar and wind power equipment must be sourced in Ontario.
Japan further alleges that Ontario has stated its intention to raise the local content requirement on solar equipment from 40-50% to 60% in 2011, a move that would place Japan’s important solar panel industry at further disadvantage.
If consultations fail to achieve the desired result, Japan has the option of having the dispute submitted to a WTO panel for resolution.
