The Isle of Man Government e-Business Division has announced its revolutionary proposal to licence peer-to-peer (P2P) music sharing.
The Isle of Man proposes to license telecommunications companies and Internet Service Providers (ISPs) to provide consumers with unlimited legal music downloads for a blanket monthly fee.
In a statement from the Isle of Man government, the e-Business Division explained that the system would be operated through ISPs and telecom companies to increase transparency within the sector.
The Isle of Man believes the new proposals will address the widespread problem of piracy and illegal downloading. A recent survey by the International Federation of the Phonographic Industry showed that although legal downloads increased 25% in 2008, 40 billion files (95% of all music files) were shared illegally in 2008.
Ron Berry, inward investment manager for the Isle of Man Government, said:
“This is a great opportunity for the Isle of Man and gives us the unique opportunity to lead the way in music licensing. The proposal is a culmination of a year’s negotiations with key partners in the industry which began at MIDEM in 2008.”
“A blanket licence for ISPs to allow their subscribers to download music for non commercial use as an intrinsic part of their monthly ISP or MSP charge is the way forward. However, to enable this to happen, it needs to be a collaborative effort between rights holders, telecommunication providers and internet service providers, and a supportive government.”
The Manx government says that the island’s proposition is made possible by its highly advanced technological and telecommunications capabilities, and the flexibility of its regulatory environment. “This puts the Isle of Man in a unique position to shape this concept into a framework that will offer a solution to the music industry, and enable the proposition to be tested in a protected environment,” its statement said.
Alex Downie MLC Treasury political representative, said: “The Island already has a well established reputation as a high quality, well regulated jurisdiction with an excellent e-business infrastructure. The new strategy to licence music downloads highlights its commitment to the e-business sector as well as helping the sector grow into our second biggest source of revenue, behind banking, and position the Isle of Man as an international centre for e-business.”
