Irish Version Of Draft EU Constitution Keeps Tax Veto

A draft of the proposed EU constitutional treaty submitted by the Irish presidency of the European Union for discussion this week seeks to retain national vetoes in some areas of tax, defence, and foreign policy.

In addition to seeking the removal of articles in the planned constitution which would deprive member states of this right, the draft document currently under discussion by EU foreign ministers in Luxembourg reportedly removes any mention of corporate taxes, a key area of concern for the Irish government.

Speaking at the weekend, Taoiseach Bertie Ahern announced that:

"We hope they [the changes] will assist ministers in making further progress at their meeting on Monday so that we can have the shortest, most focused agenda for the meeting at heads of state or government level later in the week."

The Taoiseach hopes to have just three main issues to discuss by the end of this week, namely the voting strengths of each country when making decisions, the overall number of commissioners, and the number of European Parliament seats which should be afforded to smaller member states.
