India Extends Anti-Dumping Duty On Chinese Nylon Tyre Fibre

The Indian Directorate General of Anti-dumping and Allied Duties (DGAD) has extended the country's protectionist anti-dumping duty on nylon tyre cord fabric imports from China for another five years. This took place in the same month that a preliminary findings report recommended anti-dumping duties on the same product from Belarus.

The duty levied is equivalent to the extent of so-called 'dumping', ranging from USD1.24-USD1.76 per kg. The DGAD had initiated a review of the duty in September last year. It was first imposed in 2005. Since the Belarus imports were deemed to be produced by a state monopoly with no market economy to support local production cost data, the base price for determining the duty was recommended to be assessed from the Indian domestic producer production costs.

The Directorate noted that nylon tyre cord fabric originating in or exported from China had been exported to India below its normal value and would continue to cause material injury to the domestic industry. The anti-dumping duty has been extended notwithstanding a further safeguard investigation on these imports from China.
