The Isle of Man’s Council of Ministers has proposed legislation – the Tynwald Auditor General Bill and the Tynwald Commissioner for Administration Bill – to strengthen the independent scrutiny of government and its accountability to the public.
If the legislation is approved, the Tynwald Auditor General would conduct audits of public bodies, carry out value-for-money inspections, work with and support the Public Accounts Committee of Tynwald, and examine matters raised by Tynwald or the public.
The Tynwald Commissioner for Administration would perform an ombudsman role with power to investigate complaints from members of the public that they had suffered injustice or hardship as the result of alleged maladministration or service failure on the part of government or other public bodies. Such an investigation could only be made after a complaint had first been pursued with the body in question.
The Isle of Man's Chief Minister, Tony Brown, commented:
“By progressing these two important pieces of legislation the Council of Ministers is demonstrating its commitment to the principles of openness, integrity and accountability as fundamental to the work of the Government and the Tynwald. I would urge anyone interested in these matters to engage with these two consultations and submit their views.”
