Hong Kong's Commerce, Industry and Technology Bureau has announced that it will be holding a public forum on February 5 to discuss ways in which the jurisdiction's copyright protection laws can be improved.
A consultation paper on the matter was issued in December, and the forum represents part of the consultation process. Members of the public and copyright owners alike are invited to share their views on copyright-related matters.
According to reports in the regional media, issues likely to be raised at the meeting include criminal liability for end users, copyright exemptions, the circumvention of technological copyright protection measures, and proving infringement in end-user computer piracy cases.
Speaking to the Xinhuanet news service at the weekend, a government spokesman explained that:
"These issues all carry wide social implications and require a delicate balance between the interests of copyright owners and those of copyright work users. Public views are of great importance to us in improving Hong Kong's copyright protection regime. The government has an open mind on how these issues should be addressed."
