In light of the September 11 terrorist attacks in the US, Guernsey's Advisory and Finance Committee has released a statement confirming the State's intention to enhance its anti-terrorism legislation to bring the Island into line with the Regulations and Codes of Practice regime in force in the United Kingdom.
Guernsey already has in place comprehensive legislation governing counter-terrorism measures. Laws introduced in 1974 were amended in 1990. And on Friday 12 October the Billet d'Etat for the States' sitting on 31 October 2001 was published, including a Policy Letter containing recommendations by the Advisory and Finance Committee for the States to direct the preparation of even more comprehensive anti-terrorism legislation to mirror recently enacted UK laws.
In a statement released by the Advisory and Finance Committee, Deputy Laurie Morgan said: 'In my statement to the States at our first sitting following the horrific attacks in the United States, I made it quite clear that Guernsey would continue to do everything in its power to assist in the international fight against terrorism. I know that when I made this statement I had the support of every Member of the States.'
He explained: 'On Thursday last the Terrorism (United Nations Measures) (Channel Islands) Order 2001 came into force. This legislation is focused on terrorists and terrorism worldwide. We are proud of our extremely good record for assisting foreign governments in tracking funds that represent the proceeds of crime and disseminating reports of suspicious transactions and these include terrorism.'
'We will continue to play our full role as a responsible member of the international community in the search for the sources of terrorist funding and we will continue to disseminate what we find. The proposals contained in last Friday's Billet d'Etat will soon bring our legislation up to full equivalence with the UK's Terrorism Act 2001,' added Mr Morgan.
