Guernsey President Mulls 5-Year Housing Problem

Five-year housing licences are difficult for local businesses, acknowledged President Deputy John Langlois. The staff take a year to become accustomed to Guernsey lifestyle, then after two years of productive service, start to look for new jobs before their licence expires. On the other hand, on a small island with limited resources it is necessary to implement controls. The five-year licence policy would not be required if the 15-year residential qualifying period was extended to 25 years; at least in that case qualifying residents would have contributed the greater part of their working lives to Guernsey. In reality there is little hope of the Housing Control Law being amended in the short-term.
