Guernsey Launches Review To Up-skill Workforce

Guernsey’s Commerce and Employment Department has launched a consultation inviting suitably qualified and experienced bodies to submit proposals for the provision of consultancy services to undertake a strategic review of work-related learning and training in Guernsey. The Department aims to maximize its return on investment in up-skilling the island’s workforce as well as ensuring value for money for the use of taxpayers’ funds.

Deputy Carla McNulty Bauer, Minister Commerce and Employment, commented: “Maintaining and developing a qualified and professional workforce is vital for Guernsey’s future economic success. The State's investment in business needs, education, training and learning is core to achieving that objective. The Department wishes to take an holistic approach to the provision of these important services on-island. The outcome of the study will be used by Commerce and Employment as a key input to inform its strategy for its contribution to up-skilling the Bailiwick’s workforce to ensure the future success of the Bailiwick’s economy.”

Nik van Leuven, Director General of the Guernsey Financial Services Commission, said: “The Guernsey Training Agency makes a vital contribution to the provision of education and training for Guernsey’s financial services businesses. At a time when external reviews of Guernsey’s finance sector are focusing more closely on the knowledge and skill standards of those practicing in the finance sector, this review is to be welcomed. Its conclusions and recommendations will certainly be of benefit to the continuing success of the sector, and so the prosperity of our community.”

Richard Conder, Chief Executive of the Guernsey Training Agency (GTA) – University Centre, said: “The GTA recognizes that at this stage of its development it is timely and appropriate that a review of its role in supporting the development of the island’s workforce be undertaken. We look forward to working with the consultants appointed by the Commerce and Employment Department and to the outcomes of this important project.”

Deputy Steere, Minister for Education, said: “It is vitally important that the investment we make in education and training remains focused and reviewed regularly. We welcome this review for the information it will provide for our future planning and for the opportunity it gives for us to take a fresh look at how we allocate our resources.”

Copies of the Terms of Reference for the review can be obtained from the Offices of the Commerce and Employment Department, and responses are welcome until September 4.
