Guernsey Finance Appoints New Head

The board of GuernseyFinance has announced the appointment of Peter Niven as Chief Executive, a role that he will combine with that of Director of Finance Sector Development which he took up on 1 March.

The appointment follows the announcement last month that Talmai Morgan had decided to step down from his full-time post as Chief Executive to move to an external consultancy role. The new Chief Executive will take up the position today.

Jim Gilligan, Chairman of GuernseyFinance, said: “Peter Niven is a very experienced financial services professional who will bring a great deal of energy and enthusiasm to the role of Chief Executive. This appointment will enhance the partnership approach which has developed between Commerce and Employment and the finance Industry.”

“There is a strong synergy between the developmental and promotional roles within the industry and, with the right industry support, Peter will be well placed to take both initiatives forward positively.”

His appointment coincides with the formation of the Finance Sector Group which extends the role of the Finance Industry Policy Advisory Group (FIPAG) and gives a political dimension to the interface between the finance industry and government. Its membership includes the Chief Minister and Minister and Deputy Minister of the Commerce and Employment Department together with four industry representatives and several other key individuals involved with the sector.

Mr Niven said: “This initiative gives the Finance Sector a very strong voice into the States with clear political and industry backing for these new initiatives to work. In my new extended role I am very much looking forward to working closely with the finance industry both on developing and promoting the industry and building on the past achievements of GuernseyFinance.”

Having moved to Guernsey in 1996, Mr Niven was previously chief executive of the Lloyds TSB offshore financial services group comprising retail, fiduciary and private banking businesses, investment banking and treasury operations, fund management, captive insurance and an offshore building society.

He is a former president of the Chartered Institute of Bankers in Guernsey and still holds committee posts; a member of the Institute of Directors and of the Guernsey Insurance Company Managers Association. He also has a high profile in community and charity work, as a former President of the Friends of St James and a founder and Chairman of Guernsey charity Help a Guernsey Child.
