Speaking on the BBC's Breakfast With Frost programme, the UK Chancellor executed something of a U-turn on the idea of a ring-fenced health tax, saying that he was now 'open minded' about the prospect of linking a tax rise to improvements in the national health service, but would not be considering an increase in income tax.
This revelation follows the Chancellor's previous rejection of the idea of hypothecated taxes in his pre-budget report, which provoked the Labour Health Secretary, Alan Milburn, to call for a debate on the subject last week.
The sudden change of heart is thought to have resulted from the Prime Minister Tony Blair's recent speech, in which he attempted to dampen expectations over future investment in the NHS by explaining that the promise to bring health spending up to the European average was a target in 'broad terms' only.
