Bernard Miyet, President of the French organization Sacem (Société des auteurs, compositeurs et éditeurs de musique), which is responsible for collecting and distributing payments on behalf of artist right-holders, has called for the introduction of a new nominal tax to be levied on internet service providers (ISPs).
According to Miyet, the introduction of a low symbolic tax on ISPs in France would serve to compensate for losses in revenue arising from the illegal downloading of music online.
The proposed contribution would, it argues, enable writers, performers and producers to recoup significant losses.
Defending his proposal, particularly given the recent adoption of the Hadopi anti-piracy law, designed to cut online copyright crimes by disconnecting repeat offenders after a series of warnings, the president of Sacem cited the need to finance creation and innovation, while also ensuring cultural diversity within the industry.
Indeed, while welcoming the application of the new law, Miyet nevertheless emphasized the fact that it will be several years before the law has an effect, and revenue returns to its expected level.
