As the Philippine government gets desperate in its bid to replenish the state’s coffers, President Gloria Arroyo has announced a new scheme to reward informants who shop the nation’s tax cheats.
Under the initiative, informants, who are guaranteed anonymity, would receive a reward equal to one million pesos (US$18,300) or 10% of the total revenues, fees, fines and charges recovered resulting from information that they supplied to the authorities, whichever is lower.
Informants would receive their reward once the court had convicted the offender and collected the back tax due.
The scheme has been introduced in the wake of reports from tax experts that the government’s fiscal problems can be attributed in large part to a culture of tax evasion which has apparently developed amongst the country’s wealthiest citizens and business people.
