The European Commission has set an end of year deadline for passing its 'e-Europe' package of electronic commerce laws required to allow the EU to compete with the US in the emerging e-commerce economy. The package includes seven separate pieces of legislation and directives which have been under consideration for some time now.
The e-Europe package covers areas such as copyright, distance selling of financial services, electronic money, as well as electronic contracts and dispute resolution. In addition, the EU will also attempt speed up the resolution of the dispute with the US over data protection rules.
According to EU information technology commissioner Erkki Liikanen the end of year deadline is achievable, and the political commitment required to fast track the new laws will be officially endorsed at the March special summit in Lisbon. "There is a sense of urgency about this at the top now. Once there is strong political commitment the EU system functions surprisingly well. We have to translate all this new consciousness into concrete political action," Mr Liikanen said.
