The European Commission is targeting a number of countries for closer cooperation in the field of intellectual property rights enforcement, in a report published on October 21.
According to the report, there has been a substantial increase in the number of IP-infringing goods detained at the EU's external border (which leapt 126% between 2007 and 2008) and China remains the main target country for combating IPR infringements, with 54% of all counterfeit goods seized at EU borders originating from China.
The report also names a number of other countries which the Commission feels must "considerably improve" protection and enforcement of intellectual property rights.
These include: Indonesia, the Philippines, Thailand, Turkey, Argentina, Brazil, India, Korea, Malaysia, Russia, Ukraine, US and Vietnam. The report notes, however, that "substantial improvements" have taken place in several of the targeted countries, including Argentina, Brazil, Russia and Ukraine.
However, not all deficiencies in intellectual property rights systems are noted in emerging countries, and the report also mentions lapses in Canada and Israel.
Commenting on its publication, EU Trade Commissioner Catherine Ashton observed that: "This report clearly demonstrates that IPR enforcement should remain a key objective for EU trade policy, as it plays a vital role for the competitiveness of our industry and for the EU's economic growth and jobs".
The Commission also views the report as a "valuable source of information" for businesses, because traders and investors can see where IP rights are infringed, and in which fields.
The conclusions of the report are drawn from a 2008 survey conducted by the European Commission with national authorities, right holders, business associations, as well as EU delegations and embassies of EU member states.
The Commission also analyzed data on counterfeit goods seized by customs at EU borders and assessed the legal systems which are in place in the respective countries.
