The European Union has launched a consultation on the legal barriers to e-commerce as perceived by European firms offering online services.
Speaking prior to the launch of the questionnaire, which will be available online until November 7, Enterprise Commissioner, Erkki Liikanen explained that:
'The EU legal framework for e-business is well and widely established. It's now time to take stock of remaining barriers and decide how to remove them. This discussion should be based on practical examples and experience, not just on theoretical views of what may go wrong.'
According to the EC, for the purposes of the questionnaire, e-business is defined broadly as the use of electronic telecommunications for business purposes, including: online selling, online buying, provision of other online services (including marketing and advertising), online collaboration with business partners, and online internal business activities such as accounting and management.
The consultation initiative is being undertaken as a follow-up to the eEurope 2005 Action Plan. A summary of responses will be published in January 2004, and the results will be discussed in March or April of next year.
