The Chinese Ministry of Commerce decided, on 29 September 2009, to continue anti-dumping duties on imported PVC from the United States, South Korea, Japan, Russia and Taiwan.
The anti-dumping duties had originally been introduced on September 29, 2003 for an initial period of five years. An investigation was subsequently begun in September 2008 into whether or not to end the policy.
That investigation has now concluded that, if the duties were not to be extended, there would be “dumping” of PVC into China and that there would be consequent damage to the domestic industry in China.
The duties have therefore been extended for a further five years, and the Ministry has said that Chinese importers should continue to pay the additional duties, which vary according to the source of the product, to customs departments.
