Key issues being discussed are:
With the advent of electronic commerce, the Internet and global trading, the basic concepts of international taxation have come under pressure. Can traditional concepts take the strain? What alternatives should be considered? Can countries act alone? What are the tensions on multilateral cooperation?
Even the taxation of individuals has changed with electronic funds transfers, the rush for asset protection, and the rise of tax havens. How should migrating individuals be taxed in the jurisdiction from which they are departing? Do the existing rules for taxation of employment and business income still work in an era of peripatetic workers? How should countries react in taxing internationally mobile capital?
Governments have reacted to the stress on their tax bases in a variety of ways. Do general anti-avoidance rules work? Do statutory rules and regulations provide the certainty required in international taxation? How can taxpayers and tax administrators work together to create and maintain predictable, fair, and efficient tax systems?
