According to a report in Bermuda's Royal Gazette, the debate on independence is likely to re-emerge following the completion of an in-depth study of the issue by the ruling Progressive Labour Party.
Premier Alex Scott in March asked the then PLP chairman Neville Tyrell to "set in motion the relevant committees that will see the party begin discussion on the subject."
The Gazette reported this week that Tyrell has now completed extensive consultations with the party membership, and had handed in a report to Mr Scott.
“We’ve characterised it as a way forward document, an outline on the procedures. It is not a position paper,” party spokesman Scott Simmons was quoted as explaining.
“I believe that the way forward will be satisfactory to our membership,” he added.
Meanwhile, a report on how the government should progress towards independence has also been submitted by the Deputy Premier, Ewart Brown.
