According to a report from the AFX news service earlier this week, Evelyne Gebhardt, the member of the European Parliament responsible for drafting amendments to the controversial Services Directive predicted that the legislation will not enter into force until 2010.
Speaking to AFX ahead of the introduction of the amended directive to the European Parliament on Tuesday, Ms Gebhardt criticised the previous version of the legislation for creating "legal uncertainty" over the scope of the services to be liberalised.
Under the new version of the Services Directive, public services would be excluded from the new measures, and the country of origin proposal would be dropped.
"I'm confident this proposal I'm making is one that will garner a majority in the parliament," she announced.
