On Tuesday, the US Advisory Commission on Electronic Commerce, continuing its meeting in Dallas, seemed unlikely to be able to reach a consensus for its report to Congress, with a two-thirds majority not available for any one proposal. Chairman James Gilmore, Governor of Virgina, said he would report any votes to Congress even if they fell short of the required majority.
On Monday, a proposal from six business representatives on the 19-member panel, including those from A T & T, Time Warner and Charles Schwab, for a 5-year extension to the moratorium on Internet taxation (due to expire this October) and abolition of the existing telecommunications tax, received eleven votes, with one against and seven abstentions, including Government representatives. The proposal would also exempt from tax all digital products plus their tangible equivalents, eg compact discs.
On Tuesday the panel met in public only briefly, with discussions continuing in private to try to work out a compromise that could achieve a two-thirds majority.
