Tripartite Commission For Gibraltar Reaches Agreement
by Jason Gorringe, Tax-News.com, London

27 July 2006

The governments of Gibraltar, Spain and the United Kingdom have issued a joint statement announcing that they have reached a preliminary agreement concerning flights to Gibraltar's airport, and issues concerning telecommunications and the border with Spain.

According to a joint communique of the Tripartite Forum of Dialogue on Gibraltar, issued Wednesday:

"The three participants confirm that the necessary preparatory work related to agreements on the airport, pensions, telephones and fence/border issues, carried out during the last 18 months, has been agreed.

"Accordingly, they have decided to convene in Spain the first Ministerial meeting of the Tripartite Forum of Dialogue on Gibraltar on 18 September 2006.

"In addition to considering the above matters, the participants will, in this meeting, consider what other issues will be discussed in the Tripartite Forum thereafter."

Among the issues considered was whether flights from Spain to Gibraltar would be considered 'internal flights'; the sharing of security at the airport between Spain and Gibraltar; the border 'fence'; and telephone services, which are severely restricted in Gibraltar.
