Talks To Begin On Gibraltar’s Constitutional Arrangements

Returning from a meeting of the Overseas Territories Consultative Council, Gibraltar’s Chief Minister Peter Caruana indicated that formal talks concerning Gibraltar’s constitutional arrangements with the UK could begin within weeks.

“Whether we make enough progress to satisfy our status, self-determination and UN delisting aims remains to be seen in the negotiations,” explained Mr Caruana, according to the Gibraltar Chronicle.

“If on this occasion we get to a constitutional relationship with the United Kingdom which serves our status/UN purposes and which the people of Gibraltar test through a referendum, then that is it,” he added.

The Overseas Territories Consultative Council was established in 1999 as a forum for discussion of key policy issues with heads of territory governments. The Council meets once a year in London.

This year’s conference, held on the 21st and 22nd of September discussed the relationship between the UK and the Overseas Territories, constitutional reform, sustainable development, the Overseas Territories Environment Programme, disaster preparedness, and EU development assistance.
