Jersey Appoints Commissioners To New Shadow Gambling Commission

Jersey's Assistant Minister for Economic Development, Deputy Alan MacLean has announced the appointment of three Commissioners to sit on the newly launched Shadow Gambling Commission.

The new Commissioners are Graham White (who has been appointed Chairman), Peter Cruickshank and Jeremy Arnold.

Mr White served on the Gaming Board for Great Britain and latterly the UK Gambling Commission from 1983 to the end of 2005, and held the post of Chief Inspector from 1996.

Peter Cruickshank has been involved in the banking and finance industry since joining the Westminster Bank in 1968, and in 1984, was instrumental in forming Channel Islands Money Brokers Limited, Jersey and Guernsey, the first totally independent money broking companies in the Channel Islands.

Jeremy Arnold qualified as a Chartered Accountant in 1962 and worked for Touche Ross in Sydney and San Francisco before joining Arthur Andersen in London in 1966.

The role of the Shadow Commissioners is to prepare for the transition to a statutory Gambling Commission, and to advise Senator Philip Ozouf, the Minister for Economic Development, and Assistant Minister, Deputy Alan MacLean on changes to the Island’s gambling laws.

The Shadow Commissioners will work with senior managers within the Economic Development Department to ensure that:

  • Jersey retains its reputation as a well regulated jurisdiction;
  • Business growth and investment is encouraged; and
  • Potential harm is minimised and programmes introduced to protect the young and the vulnerable.

The appointments have been made for a maximum of three years, by which time the States is expected to have debated the Gambling Commission (Jersey) Law and Gambling (Jersey) Law.

If approved by the States, it is expected that the three Commissioners will continue to sit on the Commission’s Board for the first full term, to ensure consistency of approach and continuity of expertise and advice.
