Hong Kong Pushing IP Protection Advantages Over China
According to a South China Morning Post report, Hong Kong is seeking to push
its strong intellectual property protection regime as an advantage over the
Chinese mainland in terms of the relative merits of the two as locations for
high tech ventures such as semiconductor design and manufacture. Speaking to the regional newspaper, vice president of business development
and technology support at the Hong Kong Science and Development Park, S.W. Cheung
explained that the legal system in place in the territory affords Hong Kong
a significant competitive advantage in terms of attracting overseas firms. "Outside companies wanting to come into the China market are afraid because
people will copy them," he observed, continuing: "We are making good use of 'one country, two systems' - we belong to China
but we are still using the English law, and that's why people from outside trust
us." He went on to suggest that despite recent Chinese efforts to boost the country's
IP protection regime, change was likely to take some time. "To build up this intellectual property culture, it's not just by law
or by system, it's through people, and people have to learn it while they are
children." .
