Foreign Ownership To Top Agenda At Vanuatu Land Summit
by Mary Swire, Tax-News.com, Hong Kong

24 August 2006

Vanuatu is set to stage a summit to clarify the contentious issue of foreign ownership of land within the jurisdiction.

The four-day conference, entitled "Sustainable Land Management and Fair Dealings to Ensure Progress with Equity and Stability," will commence on September 25.

At the summit, it is expected that the government will presents ideas that would form the basis of a new policy concerning foreign land ownership in the islands.

Like other Melanesian territories, Vanuatu has a customary land tenure system based on communal ownership. However, this land can be leased, and foreign investors often take up these leases for extended periods of time.

William Ganileo, Database Manager of the Ministry of Lands who is also the Coordinator of the upcoming summit, told the Vanuatu Daily Post that the first day of the conference will attempt to define who custom landowners are, customary boundaries and the demarcation of tribal lands.

Day two of the conference will focus on the "conceptualisation of value-traditional versus western culture ideas of value" and the "desperation for fast cash," Ganileo told the Post.
