Costa Rican National Assembly Begins Consideration Of Interim Tax Plan
by Mike Godfrey, Tax-News.com, New York

04 December 2002

Following examination by a cross-party panel of officials, Costa Rica's interim tax plan has finally come before the full Asemblea Nacionale, which began considering the proposals on Monday.

According to local news service, AM Costa Rica, Rolando Lacle, President of the national assembly urged politicians to approve the plan quickly, warning that if it is not approved, the government will be forced to cut road programs, hold the line on salaries, and increase import duties in order to deal with the jurisdiction's burgeoning deficit.

All of the majority parties were in broad agreement over the interim plan - which includes new 'sin taxes' and luxury taxes, and provisions to tax casinos, online betting operators, and banks which maintain an offshore presence - according to AM Costa Rica, although minority party Movimento Libertaria opposed the introduction of additional taxes on casinos and other gambling businesses.

Despite Mr Lacle's plea for haste, however, it appears that the Costa Rican Assemblea Nacionale, like the mills of God, grinds slow, and AM Costa Rica reported that the only action taken at Monday's meeting 'was for the deputies to agree to meet in special session Wednesday...to continue considering the plan'.
