Cayman Assembly Defers Telecoms Liberalisation Bill
News reports from the Cayman Islands have confirmed
that the Legislative Assembly has chosen to defer the reading of the Information
and Communications Technology (ICT) Bill which aims to facilitate the
liberalisation of the country's telecommunications industry. According to the online news service caypolitics.com,
the Minister for Planning, Communications, Works and Information Technology,
Linford Pierson had hoped to present the bill to the house this week.
But he will now do so in March next year. Although the reasons for deferral
are not completely clear, the Minister said it 'may be necessary to amend
[the bill] the rapid development of telecommunications is of vital importance
to the country.' He added that it would also give the Assembly
'sufficient time to reconsider the bill ... with the consultants we've
engaged.' It was decided in October this year by the
Executive Council (ExCo) to commence the process for liberalising the
industry in a bid to speed up the development of e-business in the Caymans.
The Minister said that the deferment is not
likely to push back the deadline by which the liberalisation process should
begin - August, 2002. Talks with Cable & Wireless are continuing and
the deadline date is 'still achievable,' he said. .
